RM60 for a 16km running event is quite expensive considering is has the same race fee as Brooks Half Marathon 2013 but with more distance, the 21km, of course.
When I do the breakdown cost per KM for Mizuno Wave Run 2013 is around Rm3.75 per KM. Quite expensive but last years event was more expensive as they charge RM50 for a 10km running event at UPM which translate to RM5 per KM.
Anyway, in the end its up to you runners!
